[3.10] Empire size REDUCED for your fellow wide empire enjoyers

A small balance mod that aims to reduce the impact of your empire's sprawl on the gameplay and let the fellow wide gameplay style enjoyers feel more comfortable and more powerful.
However, it will also greatly help tall empires as well, since they won't even need to care about their empire's size more a considerable amount of time.
Use this mod if you just want to care less about the empire sprawl. Warning! It is quite overpowered. Works for both the player and the AI.

Put in the end of the load order, as this mod may override other mod's defines (hopefully there will be no conflicts, but if you find any, please report in the comments).

Changes:
Empire size from districts = 0.1 (was 0.5)
Empire size from systems = 0.5 (was 1)
Empire size from colonies = 2 (was 10)
Empire size from branch offices = 0.25 (was 2)
Empire size from population = 0.1 (was 1)
