Adds Neco Arc and Neco Arc Chaos!!

Neco Arc - same as sanic but her range is doubled becaue cats has good eyesights!
Neco Arc Chaos - same as neco arc except half as slow because he's chaotic

Known Bug: Stuck Green Selection. I dunno how to fix this, we'll have to wait for aub to update the nextbot base mod

also there's a bonus nextbot that isn't neco
