Generally, you'd patch the relevant item's RecipeMaker instead of adding a new Recipe like you do here, for items which use RecipeMakers like EPOE bionics do. i'd give a concrete example but i wasn't able to find a bionic tongue in EPOE's code.
EPOE isn't a great mod to learn from, btw, although i got my start making a similar kind of patch. It uses def overrides, which are generally considered bad practice, although it appears to be better about this than it was last time i looked, years ago.
