No Military Alliance Button - AI Only

Disables the Military Alliance button for the AI, preventing huge alliance chains going on the offense in the mid-late game, and stops the AI spamming useless Military Alliance offers.

NOTE: Once enabled in a campaign, it can not be reversed.
NOTE: Does not cancel military alliances present at game start, as this would require startpos editing, which would break compatibility with various mods that does the same.

Should be compatible with pretty much anything (obviously aside from the other version of itself).
