This mod increases the values to 100% cost reduction and cooldown on changing of the ways.
Yes it's not perfect, but if you really want to play god, or want to shuffle around some provinces to playtest a faction you cannot play right now (empire/skaven/woodelves/norsca/greenskins/lizardmen) pre-immortal empires, this mod might be useful.

You do however need to find a way to get kairos 3 levels to unlock the full potential of this cheat.
