I answer myself: A new game works fine. Old game works almost fine, too. After the update freshly "Urda-ed" cities do not show the red chain anymore. Cities which got the Urda before last fix still have the red chain.

=> New games work fine, bug is fixed.

Thanks for fixing so quickly. But...

Do I have to start a new game? In the saved game after updating the mod the red chain icon is still there in both views (city & map).

that's an easy fix, I just forgot to add NoOccupiedUnhappines in the building code :p

City view UI of captured city:
Shows the red chain icon "will produce extra unhappiness". But barracks and Urda are already built in that city. (Cynopolis, Ex-capital of Anubis)
Map view with that city:
Shows the same red chain icon.

All captured cities are waiting for a courthouse to reduce unhappiness. Cannot build one as Urda did replace the courthouse.
