Admin System 2.1 Without The Radial Menu

It's Admin System 2.1 Without The Radial Menu so you can use this with a vocalizer. Note: You can no longer use the "Speak player" function in the menu, because it would conflict with vocalizers. I don't know how to remove the options so it's still there but it won't do anything.
