Decal Overlap fix

Description
Fixes decal overlapping. Warning: for some reason this may not work on all workshop maps. (works on all offical maps and has no server conflicts)

update 1: reduced decal limit from 50k to 10k to reduce lag.
update 2: fixed everything..

i forgot that this was the old version, my bad. still weird it conflicts with a bot script though

weird but a better version of this mod already exist. Doesn't have that issue i hope.
