Instructions:
1. Detach the satellite and the mechanical time seed with the 2 black buttons on the pad. (You can remove the buttons after.)
2. Place the Warp Gate and mechanical time seed near their final positions.
3. Place the satellite between them and press the button on it.
4. Weld the Warp Gate to the ground.
5. Get in the seat at the mechanical time seed and press 3.
6. Use WASD,1,2 to move the mechanical time seed to its finale position.
7. Wait like 2 minutes. (Maybe more, maybe less, you're just waiting until the satellite lines up its lasers.)
8. Press the last button on the pad to start/stop the portal opening. (Spam proof.)

Info:
This uses a mechanical time seed. This is a recreation of the time seed created by inserting part of the obelisk into its side. The obelisk seemed to have some self-affecting time effect. The mechanical time seed also needs a large heat source to function. (The volcano.) We have also seen in your reports that the time seed that you used transported you, so we believe that we can harvest this power to go anywhere you want. (Not quite sure when ;-;)
There is also a navigation room next to the Warp Gate.
