Torpedo Assembly Alliance Fix

Description
Fixes WarStalkeR's Torpedo Assembly mod to allow alliance resource usage if player has add and spend resources privileges

It would be best to implement a check that makes sure you are currently using an alliance ship before trying to use alliance resources.
Taking alliance resources no matter who owns the ship is a little destructive and unintuitive.

This mod is actually the reason why the slider does not work.
It makes it so that the script only checks the alliance vault, not the player's resources.

Putting resources into the alliance vault or disabling this mod fixes the slider.
