@zбir, not "weaker" or "better", just different, and of course theyre better and worse in some aspects than the big birds (ravens, eagles)

so hawk and falcon are weaker than eagle and raven? but their equipment seems more next-gen and modern?

Falcon is an Eagle-aligned faction of good economical standing. They are locked in conflict with the Hawks, who are Raven-aligned.

But of course, that's not set in stone. The point of V+ is that you make your own lore.
