Parchment Brightness Reduction

Description
For anyone that is tired of being blinded by the parchment UI background. I couldn't find any mod that did this so I learned how to make one.

Reduces the brightness of the parchment texture to 80%.

I have versions from 80-50%. Let me know if anyone wants me to add those.

A simple mod that does a lot of visual difference. The diplomacy screens are far better, the skills pages are magnificent. Very well done, congratulations
