"Team, we are approximately 1.5 minutes away from the area. Assume control and prevent the Phoenix from planting the explosives."

The Phoenix Connexion is lacking funds after a disastrous campaign of failed bombings, and is now out for some quick cash to make up for it. An unknown figure with the alias of "Tzar" has promised a fortune for the Phoenix, but only if they succesfully perform the task laid before them: Destroy the chlorine storage of the city's water treatment facility. If the operation succeeds, the "Tzar" will get what he wanted: the release of poisonous chlorine gas into a surrounding valley endangering thousands of lives. The Phoenix Connexion only had two spare men after the campaign, and so it was their job to complete the mission.

When word of the operation got out to the local populace, the entire area was evacuated along with the workers. Only two security guards were present on-site when they received a new objective from the authorities: prevent the destruction of the facility and wait until the SWAT team arrives, or eliminate the terrorists before they plant the C4.
