为库嘎斯，费斯图斯派系添加了一个传奇事务官
很简单的mod
在神尊英雄的基础上，添加了四个循环被动
模型是纳垢混沌术士领主，纳垢神尊领主，纳垢遗弃者，三者简单拼接
我对背景不是很了解，所以这个mod也没有依据，

very simple mod
