"Overwatch Citadel Guard units are tasked solely with guarding, patrolling and protecting both the interior and exterior areas of City 17's Citadel and it's vast protective walls. As well as providing exceptional personal protection for the administrator during very rare public appearances. Joining it's forces is a rare honor as almost all members are hand picked by either Breen himself or "higher powers" within the Combine hierarchy. After City 17's destruction and Breen's demise, all surviving units have been re-assigned to support all remaining Combine forces in the surrounding region."
