Fix The Engine Boss

Description
This mod buffs both taking engine parts and repairing an engine with parts, no more scavenging an entire city just to maintain a vehicle.
Tested on single and multiplayer with build 41.73

Repairing Vanilla Formula:
%repaired per part = 1 + (LevelsOverReq / 2)
OR
1% repaired per part at 0 levels over level req.
3% repaired per part at 5 levels over level req.

Modded Formula:
%repaired per part = 2 + (LevelsOverReq / 1.5)
OR
2% repaired per part at 0 levels over level req.
5% repaired per part at 5 levels over level req
-----------------------------------------------------
Taking Vanilla Formula:
ConditCostPerPart = (20 - LevelsOverReq) rounded up
Then divide cost by random amount between 1 and 3
OR
Between 5 and 15 parts at level 5*
Between 6 and 20 parts at level 10*

Taking Mod Formula:
ConditCostPerPart = (18 - LevelsOverReq) rounded up
Then divide cost by random amount between 2 and 3
OR
Between 11 and 16 parts at level 5*
Between 15 and 20 parts at level 10**

*assumes 100% engine condition and a heavy duty vehicle
**capped at 20 parts recieved and 5% repaired per part to prevent infinite parts

Thanks for a good balanced mod.
There's a small issue: when repairing engine / taking parts, it won't take a wrench from the bag, only from main inventory. Usually I do the repairing jobs while having all required tools in a toolbox.

Thank you for this, we were just balking at how hard it was to get meaningful engine repair progress vs. parts spent last night!
