Description
Military Ponchos with reduced spawn rate and bugfixes

Spawning rate is halved in most locations, quartered for military. Spawns distributed across all colours.

Stats standardized across colours and positions, neck protection restored.

Tested Version 41.73

bugfixes being restoring neck protection (was 0) and making the protection values consistent across colours/positions. A few variants had different stats on different colours
