Not quite sure what you mean with steering at the same tine? No steering involved in using this one but you can set it to alt or non-alt as you wish. I use it mainly for planes since using it in cars etc will make going in reverse impossible, you need a slightly more complex setup for that. This just makes the plane/vehicle have a steady RPM of your choice and without keeping W down all the time.

Nothing much, it's just the throttle use in all my planes. :)

Yup basically. You can use any type of actuator you want of course but this one is quite small and usually easy-ish to fit into things. :)
Only drawback is you can't go into reverse so I mainly use it for planes with the one gear plane engine.
And don't cover the sensor with other bits. ;)
