I mean he doesn't need permission if he isn't making any money off of it, similar to some copyright music on some maps as long as the author isn't making money off of an item that they posted on the Gmod workshop but Mario Hat on TF2 different story

That's just Steam, as long as you don't make money on copyrighted crap you are clear to post it
