Try this. The weapon script has a checkbox near the bottom labeled "Use Max Ammo Per Reload" that you can select to use the maximum amount of ammunition per reload; for example, if the weapon has a 40-round magazine, set the capacity to 41 rounds, and the "Max Ammo Per Reload" to 40. A reload will now load 40 rounds.
