Ferdinand I and Afonso IX would be good leaders for León, Pelagius and Afonso I would be good leaders for Asturias, while Jaume I and Sancho III would be good leaders for Aragon and Navarre respectively.

I've got a giant list of civs planned, a bucket list for Civ 6 if you will. You may be pleased to hear *every civilization and three of the leaders you mentioned are on said list, *except Ghana; I've only been thinking about Timbuktu and Dahomey for West Africa. As I've warned people before, these mods come to me via a muse, at random, when I feel inspired to make them (like when I figure out a unique playstyle, such as with Montenegro). There are many people waiting for other civs, I can't make promises. Some plans are also extremely technical, like my Bosnia which may never see the light of day. I don't know of anyone who takes request (for free). I make civilizations because history is my hobby and Civilization is my favourite game, that's why I make things and expect nothing. If you have money and want completely unique units, consider DPurdy, he can work on a commission but lacks the experience for an entire civilization.

Regarding remarriages in Civ V there was a way in which Austria, once he became the suzeran of a city state he could pay an amount of gold to annex that city state to his civilization, something similar to the great merchant that we can get in Civ VI and that makes it possible to annex a city state. Joanna is a good diplomatic ruler if I can figure how to add royal marriages, I doubt I will grant her a unique civilization though. I may introduce her in the Hispanidad series at a later date. Relatively speaking, I've had people waiting for requested civs since Carthage came out, these things really are released on a whim.
