Description
Many countries have systems where you can turn in bottles and cans for recycling and get a small share of your money back. This mod brings such a policy to Democracy 3.

I don't see why the wealthy should dislike this policy. Like recycling and the social engineering policies, these are too small to have a strong effect. It's not necessary to make them anger a voter group if it's far fetched. Good job though. =)
