1.7 Enhanced Stutter Fix

Description
=THIS HAS BEEN FIXED BY UPDATE 1.7.2=
only use if you have previous versions

Fixes stuttering caused by character Interaction scripts in 1.7.1 but does not remove the vassalisation modifiers completely like the other fix.
