First attempt at CS modding!

Bored with painting same old same old.

This adds vaults as things you can paint. Capitol, Shire, Continent are all normal; exotic places generate Notoriety but also extra cash.

Also they should take longer to paint, not sure if that works.

Todo: Add Capital/City Expansion. Balancing later vaults.

Suggestions and debugging welcome! I've tested it with SoA.

Anything that mods painting probably break this. It defines the entire paint json over. Also want to try and use those $defines down the road.
