It seems I've deleted the common / do-stuff files from my local version of the mod so I can't check for sure... nor can I make any quick updates or fixes.
If I remember correctly, Sweltering Blood turns many bad traits caused by inbreeding into good or neutral traits (by removing and replacing them).
Monstrous Blood is meant to counter-act inbred trait itself, hence the non-prowess skill values being the same as what being inbred takes away. As it progresses, it increases inbreeding chance (which, with sweltering blood present, is a good thing), fertility and prowess.
