These locomotives were the products of Progress Rail's and Norfolk Southern's sustainability rebuilds back in 2009. They were originally GP38-2s and renamed to PR38HT-2s. They were built to be heavier, more powerful locomotives while also being more fuel efficient. They were increased from 250,000 pounds to 300,000 pounds and power was increased from 2,000 HP to 3,600 HP, while adding two more axles to put the power down with, resulting in a net increase of tractive effort. They also featured a radiator from a SD70ACe.

Being built along side the PR43Cs they share the C175 Caterpillar prime mover, though the 43Cs made more power through the addition of a C18 prime mover. They also share many of the mechanical problems that the PR43Cs faced, which resulted in Norfolk Southern abandoning the project after six locomotives were trialed on local service and stored for three years.

The Iron Peak Industrial Railroad purchased these from Norfolk Southern in 2012 as a replacement for their mechanically inefficient SD35s. The railroad renamed these from PR38HT-2s to SD38HT-2s for brevity's sake, they were also nicknamed "Heavies" referring to their specification mark "HT" meaning Heavy Traction. They proved to be worthy replacements, working cooperatively in tandem with the much older equipment and being powerful hauling locomotives, though they also had many of the mechanical problems that Norfolk Southern failed to iron out.

This pack includes six locomotives and each one has custom sounds and lights, including an operable beacon (Controlled by cab lights)
