Unfortunately yes, all TOME mods work only with new characters as the mods are associated with your save file, I'm not sure if there's any way around this but it's not something I can change from my end in any case.
I'll look into the issue of refunding the "permanent changes" talents, might be a little trickier as I have no idea what variable stores information on if a talent is of that type if any.
When I have time at least refunding a category entirely without first removing sub-talents should be doable at some point but it's not the worst issue at least.
Respeccing is done the same as in vanilla by right clicking a stat, skill or category.
I confirm that this happens for me too.
-removing stat points from a stat lowered down to one will keep the stat at one but will continue returning stat points, allowing infinite stat point gain.
-talent points can be removed from talents that would otherwise not be refundable at all (usually marked with "alters the world in permenant ways") and while this seems like intended behaviour for the mod, there's a few cases where this causes issues (refunding the body storage talent for the possessor directly causes errors, for example)
-talent categories can have their category point refunded without first refunding the talents within the category
while all of these are avoidable by just being careful, I figured you'd like to know.
