Low-shield Mortar Shell

Description
Adds a mortar shell that deploys a temporary burnout low-shield at the point of impact. That's all!

Can be crafted like other shells at the machining table, requiring steel, a shield core, and components to create. Has assemblies for 1.3 and 1.4, but I'm not sure if 1.4 updates will cause any issues.
