ChaTTS! It's TTS for the chat!

Using the Google Translate API, it can make the players truly speak their messages!
By default, the locale for each player is randomized when they join
Features:

- A lot of languages to choose from
- Positioned in 3D space
- Can be disabled

All console commands:

chatts_enable - Enables or disables the TTS voice
chatts_alllocales - Prints all available languages available in the chat and console
chatts_locale - Changes your speaking voice, requires a (usually) 2-letter code that can be obtained from the list above

mwinfo_chatts (REQUIRES MWInfo) - Shows if ChaTTS is enabled
mwinfo_chatts_locale (REQUIRES MWInfo) - Shows what locale you have selected
