Basic Reload Refuel

Description
Makes reloading and refueling a Basic job instead of a Haul job.

I do not expect any problems but never tested it.

Work Tab may possibly replace these values if it has its own priority system, but I suspect it pulls the work values dynamically instead.

My notifications have been broken for the past month. I'll go in and fix version number, but everything should be working the same regardless.
