Teclis Allied Upkeep Reduction

I liked the idea of Teclis playing a diplomacy heavy game where he unites many factions, but not having access to tech or red-line based boosts for allied units seemed a bit limiting, to offset that, this mod gives him a factionwide 25% upkeep reduction for any allied units

I enjoy using it with Mods that reduce limits on allied units such as DarkSnowder's More Allied Units mod.

Note that it functions by applying a discount to any non High Elf units in his armies for any reason, there might be some weird edge cases where it catches something that's not allied, and obviously this means that allied High Elf units won't enjoy the benefits (although non high elf units you gain from allies, such as some of the Wood Elf units Avelorn get will be discounted).
