Techology Rebalanced

Description
Ever notice how you always have the most recent techs, regardless of your literacy rate or how many universities you have? Wonder why Japan is unlocking industrial techs despite having closed trade and borders? This mod is for you. Base tech spread has been halved, the tech spread via literacy rate has also been halved, the isolation trade law reduces tech spread by 40%, and the ahead of time penalty has been doubled.

FAQ

Question: How am I supposed to be advanced now?
Answer: Build more universities. If you want to be competitive you have to be hitting your innovation cap. You should also try to increase it by upping your literacy rate.

Question: Ahhhh why is it taking so long to research Era III techs??
Answer: It's because it's an ahead of time tech. You reduce this by researching the era II techs before. The game is designed to punish you for trying to go ahead of time too fast, I merely made this penalty a little harsher. Otherwise you're getting electricity in the 1850's.

Changelog

V.7

- Updated for 1.1.2

V.6

- Adjusted base tech spread up, to 35
- Adjusted innovation cap from literacy up, from 100 to 130
- Reverted university buffs back to normal
- Reduced tech spread from literacy down a few points.

I did these changes because while Europe was doing good tech wise, the rest of the world was waaaay behind. More behind than they should be. Basically, Europe already starts ahead in two ways. They have high literacy, and they have more starting techs researched. This makes it to where non-European nations have a really hard time to catch up. Even if they magically doubled their literacy overnight they would still always be behind Europe because of the starting advantage. This didn't seem realistic to me. Ideally there would be a "behind the times" bonus to research, but that doesn't exist in game and I'm not sure how to add it. So I basically made tech spread a lot more equal between nations. Europe will still remain on top, because of their high literacy rates and their starting tech position. The higher innovation cap from literacy will still give Europe an advantage as well, so progress will still be faster if you're more developed. Developing nations will still have a hard time too, you need to do a good job to actually come close to catching up.

V.5

- Changed max innovation cap from literacy from 90 to 115, down from original of 150 (it was too hard to research late game techs)
- Changed base innovation back down, to 30 this time.
- Increased university output by 50% (you need to build more to compensate for the base value being lowered again)

V.4

- Reset base innovation back to 50, from 25. It was a little too grating to be an isolated country like Japan.
- Made the max cap from literacy rate reduction a little less harsh, from 75 to 90, from an original of 150

V.3

- Made the ahead of time penalty a little less harsh, from 50% to 35%, which is up from the original 25%

V.2

- Reduced innovation max cap from literacy rate from 150 to 75

V.1

- Base tech spread reduced from 25% to 12%
- Tech spread based off of literacy rate reduced from 75% to 38%
- Ahead of time penalty per tech you're behind on upped from 25% to 50%
- Isolation trade law tech spread penalty increased from 15% to 40%
- Halved base innovation from 50 to 25

Compatibility

This should be compatible with anything that doesn't change tech spread values, ahead of time penalties, the isolation trade law, or adjusts base nation values.

I'll look into it, thanks for letting me know. Btw, this mod is basically replaced by the Ultra Historical Research and Education mod, so I probably won't be updating it too much.

Nice mod, in vanilla you can usually finish the entire tech tree before the turn of the century.

Bad news all, this doesn’t work with the new patch. I’ll try to update it later tonight.

Thanks for the latest update - my recent game as Japan was (a little) unrealistically difficult due to the previous settings.
