Oh, it's a SWEP. The instructions are on the SWEP for the Slow Weapon Change.
B to open the upgrade menu
Leftclick to reel down
Rightclick to reel up
E to release bait (buyable from the shop at level 1)
R to release catch
PowerOff to GET A LIFE AND FISH IN REAL LIFE
Seriously, a seagull steals your catch which is only junk most of the time.

This shit is an advanced fishing simulator for Gmod. It's very realistic too.
