No French Treaty Port in India

This mod removes the French treaty port in India, so that FRA no longer enjoys a free trade agreement with British market.

Why? Because a treaty port would provide a host country (FRA) benefits:

- No tariff from the British market (affects the benefits of import/export initiated by you)

- - No convoy needed (Not true)

- Britain can't embargo France

This mod should be a temporary solution before game updates. Not sure how it actually affects AI in game.
