Louen starts with +10 increased peasant extra cap

It always annoyed me that the game limit us to building an infantry based army for Bretonnia in early. This mod lets King Louen actually feel like a real king and you can at least have a decent army for him without thinking of the peasant economy mechanic.

This is my first mod ever let me know if there is a problem, I'll try my best to fix it. I have started the game multiple times and it was all good.
