Makes starting Welfare less front loaded resulting in more stable play

Poor laws
40 + (L*10) -> (L*18)

wage subsidies & old age pension
50 +(L*10) -> (L*20)

I suspect the 40% & 50% was added to unincorporated states taking all the $$$
