Mana Refill Ping to Splatoon Ink Tank Sound

Super simple resource pack that changes the mana refill ping to the ink tank whistle from Splatoon.

Note that the sound effect is much louder than the vanilla mana refill sound effect. For some that might be desirable, but you can find a quieter version that roughly matches the volume of the vanilla mana sound here if you don't want that.
