Minor Map Changes

Changes VP values of existing cities, and adds 400 cities across the following countries: New Zealand, Switzerland, Portugal, Hungary, Yugoslavia, Australia, Austria, Czechoslovakia, Greece, Japan, France, Germany, USA, USSR, British Raj, Spain, UK, Poland, China/PRC/Warlords/Tibet, Romania, Finland, Italy, Denmark, and Mexico. Some existing cities have been moved to a more accurate location.

Removes a few cities that didn't exist during WW2, or were completely insignificant. Also adds a few ports, and moves some reasources around (but each country has the same total).
