Quest Rewards: No Eltex

Description
Removes eltex weapons and apparel from the empire quest rewards list, replacing it with the main outlander artifact list (vanometric cells, archotech bionics, serums, etc)

i'm not going to use your eltex, empire.
i will not craft psycaster gear, nor will i make rings with it (vanilla psycasts expanded, "Craft Psyring" from technomancer)
