Report a translation problem
Missing network asset is one that can 100% cause simulation error. Is there some custom roads that you used and is missing from your game?
Get compatibility report and loading screen mod, enable them in content manager, start a game, crash, force quit, restart, go into compatibility report options, generate report, view report. That will show you all the currently broken mods that were causing problems. Fix that. Try starting a new game 8/10 problems fixed. For that 2/10 you need to dive into the error log located somewhere
Loading screen has a checkbox where you can ignore it (and at least load the city). The output error log should help determine the culprit. However, I would review mods first

Im aware it could well be something at my side but Im checking to see if you can confirm its not something your side and if not, what I might look for to remedy this.

your eden valley, lagoon shore etc had 2-4 connection to the bigger ring roads from local areas between each larger connection. If I built for cars circulating that would be fine but I want bikepaths, restricted amount of intersections to guide cars to the ring roads while open options for walkability and masstransit while breaking up zoning so it mixes more.
