Redo the buildings / production methods / construction queue panel to be both more dense and more informative.

- Shrank the production methods item height, keeping all elements in a scaled down form

- Homogonized and repositioned construction queue list items.
- Made the construction queue list building icons link the the building in the appropriate province
- Introduced a new construction queue grid view
- Expanded the number of items per page of the construction queue to 50
