First Strike in the Water War

Description
Diplomatic negotiations between the Egyptian and Ethiopian government regarding the construction and filling of the Grand Ethiopian Renaissance Dam (GERD) on the Blue Nile have fallen through. The Egyptians see it as an extreme risk to the Egyptian economy and national security, and have decided that the only course of action left is a targeted strike, aimed to destroy the GERD.
