In April 2004, the implementation plan for the modernization of railway locomotive and rolling stock equipment approved by the State Council Executive Meeting clearly stated that "to accelerate the modernization of China's railway transport equipment, we must follow the overall requirements of introducing advanced technology, jointly designing and producing, and building Chinese brands, striving to achieve world-class production capabilities for China's locomotive and rolling stock within a relatively short period."
In accordance with the above guidelines established by the State Council, the National Development and Reform Commission and the Ministry of Railways jointly issued the "Implementation Plan for Technology Introduction and Localization of High-Power AC Drive Electric Locomotives" in July 2004, officially initiating the procurement process for new AC drive electric locomotives.
Under this guideline, CRRC Datong Electric Locomotive Co., Ltd. collaborated with Alstom of France on technology transfer and joint production of a series of locomotives.
To be frank, Alstom's PRIMA platform lacks elegance, reminiscent of Soviet-era designs.
