Slower ladders climbing 50

Description
All units are climbing 50% slower then in vanilla

Works with SFO but since SFO already has 50% slower climbing rate then this mod is useless for you.

Good stuff! I absolutely despise how the magical ass-ladders reduce walls to glorified melee platforms.
