If you search the "guides" section here on Steam you can find four really useful guides: "Getting Started with Mods: Blue Ctesiphus", "Getting Started with Mods: Two Ctesiphus", "modding: making an object & adding parts" and "modding: creating & adding sprites"
The cavesofqud wiki also has an extensive modding section, so you can look there. Alternatively, download other people's mods and use your knowledge from the four guides above to more or less understand how they work - learn by example. Just look for something that's similar to what you want to do and avoid very complicated ones that change the game's mechanics a lot (the scripting mods) since they're more complicated.
