It may be possible to work around that, but I'd have to really dig into it. To my knowledge, blocks are the only item in the mod which can not be stockpiled (they can still be dumped to a QSP and otherwise function as normal for building).
Also, this would mean that all bones are ok for crafting, including fellow Dwarves, which would almost certainly make them unhappy (felt joy seeing a table made from his pet cat is a far cry from a table made of his spouse). Plus the impact of a Macabre Mood is diminished when that kind of crafting is commonplace
Lastly, I got an answer from the devs about bone blocks not being listed in the stockpile. This is a hard-coded issue unfortunately, bone & block simply lack the ability to talk with each other, as it were. The best solution I can think of right now is building your workshop and critter corpse stockpile near the project site. You can also create a dump zone to move the bone blocks, then reclaim them
