Jarl Hero Separate Cap

Description
This mod takes the Jarl hero added by Expanded Roster: Norsca and makes them have a different cap than the Skin Wolf Werekin. It also changes their hero actions by relation, specifically, their Training action has been replaced with Improve Mobility, Spread Public Order replaced with Boost Income, Assault Garrison replaced with Damage Walls, and Assault Units replaced with Assault Unit. The additional Jarl tab is a bug and I can't figure out how to get rid of it. Fortunately, it doesn't do anything.
