Better Admin Levels

Description
Adds/remove features on access levels that the devs forgot about and adds features that lower access levels should have to be able to function. Also enables the debug menu for Admins. Only a few of the debug options work in multiplayer

Doesn't include much at the moment

version 41, Multiplayer, Dedicated server.
