Add 8 decrees in the game.

1. Remove Homeland Decree
- Remove homeland of other cultures and add your primary culture's homeland.

2. Encourage Childbirth Decree
- Increase birth rate by 20% but working adult ratio will be decreased by 5% and 5% tax waste will be applied.

3. Encourage Workforce Decree
- Increase working adult ratio by 10%

4. Reclaim Land Decree
- Increase Arable land by 20 when the event fires. The event happens once in 2~3 years. Up to 100 arable land can be obtained by this Decree.

5. Tax Exemption
Remove taxation from the state

6. Tax Reduction
Reduces taxation by 50%

7. Tax Increase
Increases taxation by 50%(You can use this decree to collect taxes on the unincorporated state. But you have to pay bureaucracy to get those taxes)


8. Treaty Port Governance
Incorporate treaty port. This process takes 100 months to be finished. After incorporation, treaty port will be incorporated.
