This building is based off the Town Hall from the St. Nicholas Square Christmas Village collection sold by Kohl's Department Stores.

In Parkitect, place 0.5 lower. This does use a variety of mods. Spongitect is used for the front archs and the decorating elements along the roofline. Lamps, railings, and roofs are from Fancyitect. Windows are from Yeehaw and Pirates!. The building is primarily for decor, but could be used to house something. Guest feet will disappear when walking through the stairs and front porch since they are raised.

Also look for the Town Hall - Christmas Decor blueprint to add some festive decorations to this building.
